Am I Eligible to Vote?

Members with a designated voting district as Dixie District 1A are eligible to vote. Dixie District 1A consists of the area served in Washington County, Utah located east of River Road and excluding any area(s) located within the municipal boundary of the City of St. George, Utah. 

Voting Information

Online voting will take place on Thursday, June 5th, on this page. An email will also be sent out to all members who have an email on file (View email invite on June 5th)

In-person voting will be available on June 5th:

At our office (145 W. Brigham Rd) from 7:30 AM to 3:00 PM

At the Annual Meeting, with voting closing at 6:15 PM

Absentee ballots will be available starting Monday, May 26th. To request one, please email mail@dixiepower.com . No absentee ballots will be issued after 12:00 PM on June 4th.

Lance Brown

(Incumbent)

Over the past nine years, Lance Brown has successfully directed and guided Dixie Power through a period of remarkable growth. His board leadership has resulted in the implementation of several strategic plans, significant technological improvements, and infrastructure expansion, all while maintaining historically low rates. A couple of accomplishments he is most proud of during his tenure include navigating the challenges of the pandemic and supply chain disruptions and overseeing zero lost time accidents.

In addition to his work at Dixie Power, Lance has a vast array of leadership experience that enables him to lead with strong vision and sound judgment. As the Director of Development at Utah Tech University, he has played an integral role in the university’s explosive growth. His fundraising efforts have enabled the university to build a new football stadium, establish a golf practice area at Black Desert Resort, and transition to Division 1 status. A lifelong resident of Southern Utah, he has found numerous opportunities to give back to the community, including serving on the boards of Leadership Dixie and the Chartway Promise Foundation.

Lance has a deep understanding of the challenges facing the power industry today and has earned the designation of Credentialed Cooperative Director (CCD) through the National Rural Electric Cooperative Association (NRECA). He holds a bachelor’s degree in marketing and a master’s degree in executive leadership. His proudest achievements, however, are his six children and his ever-patient wife, Nikki. He proudly represents Dixie District 1A (Washington Fields/Long Valley/Dixie Springs) and would be honored to serve another term.

Shawn Horlacher

Horlachers have been active in the southern Utah community for a long time, and I want to continue that tradition.

I currently live in Washington city with my wife. I have three children, my oldest is attending BYU, my second is serving a mission for our church in South America (Suriname), and my youngest is a senior at Crimson Cliffs High School.She is also a Sterling Scholar and one of the captains of the girls Lacrosse team.

I worked for Utah Correctional Industries and Adult Probation and Parole for ten years while attending UVU. After graduating with honors, I attended Willamette University Law school, where I graduated with the Order of the Barrister.

I started in private practice in construction law, where I worked with cities and towns on different matters including matters against the city when needed. I later transitioned to the public sector as a prosecutor and an assistant attorney general working with different state agencies, specializing in mediations and arbitrations. I currently work as Deputy County Attorney.

I have volunteered for a variety of positions in the past. I served as a Utah Republican delegate, a Boy Scout leader, a mentor for the YMCA moot court program, and other local opportunities.

I’m seeking your support to serve on the board for Dixie Power, because I want to help maintain the high quality of service they currently provide. I love Southern Utah, I want to make sure for my kids and my neighbors that we continue with the same high quality of service Dixie Power has provided. Additionally, there are a lot of challenges facing electric companies with pushes towards sustainable energy, and balancing those interest without passing the costs to the members. I think that with my background in identifying and mediating risks for larger agencies, I would be an asset to Dixie Power and all of the members. I will be diligent in trying to represent the members as I learn their concerns and represent them to the board.
